Towards an International Court Against Terrorism?

We will discuss the creation of an International Court Against Terrorism in a workshop organized by the Ministry of Foreign Affairs of Rumania, in Bucarest, next Thursday, February 16th.
Full Program HERE.
I will post a brief note on the content of the discussions soon.
The creation of an International Court Against Terrorism has been advocated by the Governments of Rumania and Spain. In my view the most relevant problems facing this proposal are: a controversial definition of terrorism and the apparent need of a Security Council's Resolution as the most feasible means for the Court to come to existence.
